Can someone tell me how to decipher this legaleeze b.s.? :
"Except to the extent provided in the condominium instruments, declaration, or rules and regulations duly adopted pursuant thereto, no community association shall enact any provisions restricting solar power or the use of solar energy collection device on units or lots that are part of the development"
If you define X as "preventing someone in a community from putting up solar panels", here are the possible interpretations:
a. A Home Owners Association (HOA) cannot X unless it already has X in its by-laws (can’t add X to the by-laws)
b. HOAs cannot X unless they have X already in their by-laws OR they add it
c. HOAs cannot X at all
